The end of March marked the close of the Department of Energy RECI 2023 application cycle. The International Code Council was a partner on 12 applications, working with non-profits, state agencies and private sector companies across the country seeking to improve resilience and efficiency through energy code adoption, implementation and enforcement. Awards should be negotiated in June 2023.

Upcoming Deadlines
April 26, 2023, at 5 p.m. ET: DOE Office of State and Community Energy Programs (SCEP) announced their intent to make $1 billion in funding available to states and local governments. SCEP has also published a Request for Information (RFI)
Inform the development of the program’s Funding Opportunity Announcement (FOA).
Interested stakeholders should submit their responses to the RFI to IRACodes@hq.doe.gov
These low-interest loans will allow jurisdictions to reduce vulnerability to natural hazards, foster greater community resilience and reduce disaster suffering.
$500 million over five years. This will last through Fiscal Year 2026. For the first year, FEMA - the Federal Emergency Management Agency - is making $50 million available to eligible entities to establish revolving loan funds.

The Energy Efficiency and Conservation Block Grant (EECBG) Program is designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency.

FEMA’s Updated Mitigation Policy Furthers Agency’s Building Code Support
On March 23, 2023, FEMA released its 2023 Hazard Mitigation Assistance Program and Policy Guide (HMA Guide) as FEMA’s updated comprehensive policy handbook to govern mitigation grant programs. This document replaces the 2015 HMA Guidance and HMA Guidance Addendum. The policy reemphasizes and strengthens the agency’s use of and support for the International Codes®.
The Guide includes an extensive list of eligible code activities of interest to the International Code Council family of solutions and members:
code evaluation/implementation, code enhancement, technical assistance (including through a contract with a model code developer), training (including on e-permitting, remote and virtual inspection), labor costs for code review/development and training/certs
consulting services, materials (including books and online content), software (e-permitting, virtual inspection software etc.), public awareness campaigns
